The 23rd Congressional District comprises a third of Bexar County (northwest San Antonio, all of south San Antonio, and extreme west San Antonio) and then extends west from SA to Eagle Pass and Fort Stockton and all the way to the outskirts of El Paso. Although it is the largest district in Texas, a majority of the voters reside in Bexar County. The district has this unusual configuration, in accordance with the Voting Rights Act, to ensure that a strong majority of the voters are Hispanic (65%).
