Since the beginning of video games there have been "mods," user generated content designed to enhance or extend the play of popular games. Modders love doing modding because it's a unique form of creative expression. Gamers who use mods appreciate the novelty and enrichment they add to games they already love. Studios encourage modding because mods result in more users playing their games for more time. People love modding, so what's the problem? It's difficult. Users who are adept at it spend hundreds of hours mastering technical tools that are different for each game. Installing mods themselves is hard for most gamers. It often involves following a lengthy set of complex instructions, and sometimes results in a broken game. While most studios support the modding community, they're not in the business of making creative tools. Game studios almost universally want the benefits of modding, but not the cost and risk involved in making one off creative tools that may be too complicated.
