Afghanistan Payments System (APS) was established in 2011 and later on, amalgamated into the Da Afghanistan Bank as its wholly owned subsidiary to operate as the National e-Payment Switch of Afghanistan.APS is mandated to develop secure, interoperable national payment infrastructure, serving the banks, MFIs, EMIs, PIs and FinTechs equally, and providing the required standardization to ensure all providers have a level playing field in actualizing a "Less-Cash" society.Products and Services:AfPayAfPay is the national card payment scheme of Afghanistan designed to enhance and promote electronic payments and financial inclusion. AfPay is not only provide an affordable, safe, and efficient alternative to the existing banked population in the country, but it also provides an opportunity to offer lower cost to the unbanked citizens thus ringing them in the sphere of financial inclusion.National Payment SwitchA centralized payment switch has been established to facilitate routing of transactions through interoperability among financial institutions thereby enabling the citizens of the country to utilize any e-Payment channels of the connected entities.ATM/Merchant Driving and MonitoringAPS provides ATM and Merchant Driving/Monitoring to its host member institutions based on which the members could easily place ATMs and deploy POS terminals at their branch and/or merchant locations.Value-Added-ServicesIn terms of e-Government, APS provides VAS services such as tax revenue collection "SIGTAS", Customs Duty Collection (ASYCUDA), Passport Fee Collection, Utility Bill Payments etc.
