The African Regional Centre for Technology (ARCT), established in 1977 under the auspices of ECA and OAU, became operational in 1980. It currently has 31 Member States and consists of three organs: the Council of Ministers, the Executive Committee and the Secretariat. Accordance with its objectives, in line with the guidelines of the Lagos Plan of Action as the Treaty establishing the Economic Community Pan-African ARCT aims to be for African states, an effective pulse, capacity, coordination and integration of capabilities and technology strategies at national, sub-regional and regional.
