Balkan Tender Watch is a regional anti-corruption coalition established in 2012. Members of the Coalition are Open Society Foundation Serbia, Open Society Fund Bosnia, and Herzegovina, Kosovo Foundation for Open Society, Network for Affirmation of NGO Sector - MANS (Montenegro), and Center for Civil Communications - CCC (North Macedonia). Ever since 2012, with the support of the European Union, we are increasing Western Balkan's (WB) civil society impact on anti-corruption policies and practices during the public procurement (PP) cycle. Balkan Tender Watch coalition strongly believes that the EU integration process has to be used as a strong transformative framework for the WB countries. We also believe that reforms should go beyond the minimum Acquis requirements and set a firm ground for the Europeanisation of the countries in the WB region.Since 2012 we have conducted numerous analyses of both legal and institutional frameworks that regulate public procurement in the WB countries. We have monitored a significant number of public procurement cases in order to actively control the legality, efficiency, and effectiveness of public funds spending. We are particularly proud of two unique tools that we have developed – Benchmarking Tool that enables detection of spots and areas within public procurement systems and that are vulnerable to corruption and Manual for Monitoring and Control of Purposefulness of Public Procurement. During past years, besides the production of many comparative analyses, shadow reports, policy and media briefs we have also provided training and mentorship for more than 50 civil society actors (NGOs and media) from the WB region in order to share our knowledge, boost their capacities and empower them to actively engage in monitoring in the field of public procurement and public finances in general. In addition, active work "on the ground" with grassroots civil society actors enabled us to establish a broad and stable anti-corruption network.
