In 2006, City First Enterprises, a nonprofit community development organization, developed the City First Homes program and submitted a plan to the DC Government. Their plan was incorporated into the DC government's Workforce Housing Act of 2006. In December of 2007, the city government awarded City First Enterprises with the funding to found City First Homes. In 2010, City First Homes launched to the DC community. City First Homes is supported in significant part by financing from the Washington, DC government, foundations and the federal government. City First Homes (CFHomes) is committed to expanding homeownership for low to moderate income residents. CFHomes represents an innovative strategy to address the nation’s affordable housing crisis at a time when cities are facing severe budget restrictions. It provides an attractive and diverse set of housing options for workforce families, and allows them to live in homes and neighborhoods they may otherwise not be able to afford. It supports a new vision for American cities of mixed-income neighborhoods sharing quality public resources.
