The City of Madras, population of nearly 7000, is located in Jefferson County, nearly 45 miles north of Bend. The Madras City Council is a Mayor-Council form of government. The City of Madras is organized into five departments made up from a total of 37 budgeted FTE and 6 volunteer Police positions with an operating budget of $27.4 million. These include the Police, HR & Administration, Community Development and Planning, Finance and Administration, and Public Works. The City's water comes from the legendary Opal Springs - fed by a large aquifer, a huge underground lake - filtered by time and thick layers of volcanic basalt. Storm, wastewater and street utilities are provided by the City. Garbage collection services are provided by Madras Sanitary Service. Fire and EMS services are provided by the cumulative efforts of the Jefferson County Fire District #1 and the Jefferson County Emergency Medical Services. Hospital services are provided by St. Charles Health System, the largest provider of medical care in Central Oregon.
