The Office of Cultural Affairs (OCA) is a department of the City of Columbia whose mission is to create an environment where artists and cultural organizations thrive by advancing and supporting the arts for the benefit of the citizens of Columbia.Our office provides annual arts funding to local, non-profit, arts organizations. We also provide support to arts organizations through event marketing and training. We have cultivated an extensive public art collection through our Percent for Art and Traffic Box Art programs.We encourage art in the schools through administration of the Poetry Out Loud program and a Partnership in education relationship with Columbia Public Schools. OCA also coordinates the annual Columbia Values Diversity Celebration which honors Dr. Martin Luther King, Jr. and celebrates the legacy of his work in our community.OCA provides additional community events throughout the year and manages the Sister Cities program and acts as liaison for the USS Columbia submarine program.
