Since 1964, Community Action has equipped low-income citizens with the tools and potential for becoming self-sufficient. The structure of Community Action is unique – federal dollars are used locally to offer specialized programming in communities. It is a coordinated effort to address the root effects of poverty and to, ultimately, move families and individuals to self-sufficiency. Community Action Partnership of Lake County (CAPOLC) is the largest social service organization in Lake County, providing a wide range of services. For over 50 years, CAPOLC, a nonprofit organization, has administered Lake County Head Start (Early Childhood Development Program), Low Income Home Energy Assistance Program (LIHEAP), Youth and Family Services, (self-sufficiency case management, emergency assistance, post-secondary scholarships), Home Weatherization, Retired and Senior Volunteer Program (RSVP), and Affordable Housing programs for families and Veterans. Our Mission is to reduce the causes and effects of poverty, promote self-sufficiency of individuals and families with low incomes and improve the standard of living in Lake County, IL. CAPOLC is one of 1,100 agencies across the United States established under the Economic Opportunity Act of 1964 to fight America's War on Poverty. As part of a national network, the agencies work to strengthen, promote and represent the voice of the more than 34.5 million people who are living in poverty in the United States.
