In 2004, the issue of security and public safety goes way beyond the government and how such service is administered. Problems stemming from lack of security and public safety can negatively impact a community socially and economically and spread beyond its' immediate borders.DILIEU, proposes the use of various Technology monitor and gather statistical information on low-risk offenders. The systems offer a feasible alternative to incarceration for appropriate offenders. Enrolled participants, as selected by the government's risk/needs assessment tool, will be able to contribute to society, support their families by earning wages, regularly attend rehabilitation sessions away from the corruptive influences of other inmates, and learn positive habits by complying with curfews, daily schedules, and routines. This technology also provides the opportunity to redirect public funds to other areas of the economy. Our target market sector is the Caribbean region where crime rates, especially through recidivism, are increasing and there is currently no effective means of monitoring persons on bail, parole, work release or who have been deported. The region is in dire need of an organized and cost-effective program that will help alleviate some of the problems caused, for example, by overcrowded jails, early release of prisoners and unmonitored parolees.Jamaica was the first island in which the technology was implemented. Through market research and analysis, Jamaica was selected because of the potential to create the biggest impact on the management of crime.
