The Emerging Leaders Fund (ELF) is a new initiative under Northeast Community Innovation Corp (NCIC) a nonprofit based in Norwalk, CT. ELF launched in March, 2021 with the purpose of community development, offering financial and operational assistance to selected minority and women owned small businesses and organizations in targeted areas of CT. To achieve this goal ELF is developing partnerships with corporations and other non profit entities to allow us to provide small grants, business counseling and education.
