Federal Holdings (FH) leverages our expertise, existing financial processes and recent federal law to offer a new financial service to millions of workers. Our Payroll Assurance Plan™ ensures that federal workers never miss a paycheck due to a government shutdown.Government Shutdowns are the New Normal, placing over 3.5M federal workers (including military personnel) at risk of missing paychecks. The last shutdown was the most damaging in history, with over 800,000 workers missing paychecks totaling $5.6B.Given that 64% of federal workers don't have savings to cover 2 weeks of expenses, it's not surprising a Pollfish survey indicates 2.1M federal workers want the kind of payroll replacement protection offered only by our Plan. And with a monthly subscription fee of just $2.99 and NO credit checks, all workers are eligible to participate.In the event of a shutdown, loan funds (≈99.7% of normal pay) are automatically deposited into Plan Member accounts 1 business day after Each missed pay date. We finance these loans by borrowing money as needed.Specifically, Members are required to assign their Backpay in the event of a shutdown to FH. The Government Employee Fair Treatment Act of 2019 mandates the timely distribution of Backpay once a shutdown ends. So, worker Backpay and therefore our Wage Assignment Agreements are Federally-Guaranteed. These assets serve as collateral to borrow billions in low-cost financing, enabling FH to lend money to Members at Prime LESS 1% and still earn an attractive margin.At shutdown's end, Backpay is transferred from the government directly to FH, making us whole and redeeming the financial obligations of Members.Our value proposition is simple. We collect monthly subscription fees to offer financial protection to our Members. And when called upon to provide that protection, we generate additional earnings.
