F.I.S.S. specializes in analyzing the execution of the Texas Alcohol Breath Test Program. We can confirm if proper procedures/protocols were followed by the Forensic Scientist/Operator/Instrument in the testing and recording of scientific data as outlined in the Department's Standard Operating Guidelines (SOG's). F.I.S.S. can verify when an instrument was certified by who and how well it has been maintained. We can see what type of errors have occurred on a specific Intoxilyzer, how often and how that compares to the State's average. F.I.S.S. can determine the reliability of the machine (if it was reading too high or low) during any specific timeframe. Which can be used to suppress the test and hold the State accountable to true science. Currently, the Texas Alcohol Breath Test labs are not accredited and have no outside oversight. A Forensic Scientist's work is at best checked via peer reviews and annual on-site reviews by their supervisor. Poor quality control & inefficient work output can skew results dramatically when one considers that the Alcohol Breath Test Program is the analysis of microscopic amounts of alcohol where precision in following procedures is critical because a small variance in procedure could equal a HUGE variance in results. F.I.S.S. receives the data that resides within each Intoxilyzer directly from the State of Texas. Therefore, F.I.S.S. is to Intoxilyzers like "Car Fax" is to autombiles.
