Lt. Col. Horace Meek Hickam Elementary School (HES) was established in 1950 and is situated on Joint Base Pearl Harbor Hickam in Honolulu, Hawaii. Many surrounding homes and buildings are determined to be historic through the National Register of Historic Places and the local military designation. These protected structures are important, as they help to define the community from the memory of World War II and with a sense of orientation to military traditions. The water tower fronting the school commemorates the victory and was aptly named the Freedom Tower. As of August 12, 2017, the official enrollment count was 578, of which 97% are military dependents, (August 2016, the OEC was 562 students, of which 96% are military dependents). With a highly transient population, these students come from many school systems throughout the nation and also from schools for U.S. dependents established in foreign countries. These students enter and exit based upon their parents' military Permanent Change of Station (PCS). The School Status and Improvement Report of 2015-16 states that 71% of the 518 students were enrolled for the entire school year. School reports that 50% of students enter after school starts or leaves for different duty stations.
