Horizon Engineering Services Company was established in 1998 by Margaret (Margo) Gray-Proctor and Carl Cannizzaro to provide quality engineering services tailor-made for Indian Tribes. Our professionals have successfully designed many projects across Indian Country and in the process gained respect and confidence from our clients. Our offices are located in Tulsa, Oklahoma. Horizon Engineering Services Co. supplies full engineering design and construction inspection capabilities. We provide on-staff expertise and total control for all the different facets of a project. As an Indian-owned business, our extensive experience is in working with and understanding the needs of Tribes in the areas of gaming, roads, bridges, housing, water, wastewater, environmental, and drainage projects, as well as Master Planning for future developments. In our experience in working with Tribes and municipalities , we have also established working relationships with BIA, HUD, EPA, FAA, and other Federal and State agencies in the areas of communication, contracts , and procedures. Horizon Engineering Services Co. has the capability and experience to provide consulting civil engineering services and is proud of our proven track record in bringing those Tribal projects, municipal projects, and other large civil engineering assignments to completion within budget and on schedule.
