Ingram & Van Rooy, P.L. provides landowners, developers, and government-regulated businesses with legal counsel concerning commercial real estate transactions, land use and zoning, environmental permitting and enforcement, and government relations. Our real estate practice includes commercial lease work as well as real estate transactions of existing structures and undeveloped properties. Our land use practice ranges from small commercial projects, to residential subdivisions, to regional malls and developments of regional impact. Environmental counsel has included Clean Water Act enforcement and the negotiation of consent orders for remediation. Governmental relations work includes working with the City of Jacksonville and other local governments in northern and central Florida on land use and other subjects, including procurement. The firm is also engaged in pro bono work, including services to the Florida Open Beaches Foundation, Inc. and in real estate litigation matters for Jacksonville Area Legal Aid. Tom Ingram has been practicing in Florida since 1998 and in Jacksonville since 1999. Joe Van Rooy has been practicing in Jacksonville, Florida since 2003. Both are graduates of The Florida State University College of Law. Sarah Thomas is the firm's real estate paralegal and office administrator, and is a graduate of Jacksonville University.
