The Internal Trade Secretariat, which is a federally incorporated not-for-profit intergovernmental agency, is responsible for supporting the agreement. It oversees interprovincial negotiations, administers trade disputes, and generally serves the Committee on Internal Trade, a ministerial group with representatives from the federal, provincial and territorial governments. The Agreement on Internal Trade is an intergovernmental trade agreement signed by Canadian First Ministers that came into force in 1995. Its purpose is to reduce and eliminate barriers to the free movement of persons, goods, services, and investment within Canada and to establish an open, efficient, and stable domestic market.
