New entrants in higher education, should respond to rapidly growing unmet demand of future world.Following the main strategy up, many efforts were taken to establish a university based on responding the requirements of the future world and also the needs of digital and virtual world, with a deeply environmental protection approach.A long time ago, many efforts have been made to establish a scientific and applied university in order to enhance the scientific level of staff to provide specialized services in their respective organizations, using the mostly well known models of applied academics. Finally, the International Center for Higher Education and Scientific Studies, Australia was registered in 2013 and established with an approach of developing web based higher education internationally, with the slogan "Education for All Everywhere".
