The Johnstown Housing Authority (JHA) is a municipal corporation, formed under the United States Housing Act of 1937. Our mission is to provide decent, safe, sanitary and affordable housing to qualified individuals. The vision of the Johnstown Housing Authority is to improve the quality of life for all residents by creating and implementing programs which encourage self-sufficiency, home-ownership, greater involvement and responsibility.The JHA is governed by a board of directors charged with approving policy/budgets and providing goals and a general direction to the Executive Staff.Public Housing Program:The JHA has eleven complexes with a total of 1,504 units scattered throughout Cambria County. Seven of the complexes contain 983 apartments designed for low income families and individuals. The remaining four complexes are designed for the elderly, disabled or handicapped consisting of 521 apartments.Housing Choice Voucher Program (Section 8):The JHA also provides rental subsidy to 953 very low income families and individuals throughout Cambria County. This program is designed to provide applicants an opportunity to choose housing on the open market from private landlords who are willing to participate in the program.
