The Concept: Israeli RelocationAccording to the vision, 1.5 million new residents will move to specific locations in the Negev and the Galilee, and the hi-tech industry in these regions will grow stronger and develop. This is actually one single goal: to encourage hi-tech workers to move to the Negev and the Galilee, a move that will attract hundreds of thousands of people who work in the hi-tech industry, directly and indirectly, to do the same.According to the vision, the best way to attract residents to relocate to the Negev and the Galilee is the development of the local hi-tech industry. Influencing hi-tech employees from the central region (and even from abroad) to move to the Negev and the Galilee — to carry out an "Israeli relocation" — will lead to the creation of a human-resources pool for these industries, bringing more employers and new employment opportunities that will encourage community development in these regions.These workers will become part of local "ecosystems" of innovation and hi-tech that will be built in the Negev and the Galilee — places that will provide hundreds of jobs and attract more hi-tech companies and workers to live and work there. The study that was carried out showed that in order to create hubs of the hi-tech industry, several components need to be in place, including anchors of knowledge in the form of academic institutions and research institutes, among others. Diversity in the size of the companies that will be moving to these regions is also important — an ecosystem requires small companies that are in the early stages of their development, medium-size companies and even giant corporations, all of them enriching one another, allowing for the movement of personnel between them and thus the sharing of knowledge at the local level.
