SMEs usually cannot afford to fully invest in security management because of changing business environment, so they face following 3 issues. Firstly, it is difficult to find vulnerabilities until a problem occurs. Secondly, engineers hesitate to communicate with each risk, which could cause a friction. Thirdly, different practices among different organizations could lead to a proceeding.
