The Lutheran Office for Public Policy in Wisconsin (LOPPW) is an advocacy ministry of the Evangelical Lutheran Church in America (ELCA) and is part of the Congregational and Synodical Mission unit. LOPPW's ministry is expressed through a partnership of the World Hunger Program and the six ELCA synods with congregations in Wisconsin. LOPPW represents the coordinated witness of the ELCA on issues of public policy advocacy in the state of Wisconsin.We have an ELCA presence on statewide legislative issues that are related to LOPPW's priorities. And we help to educate and network ELCA members across the state. We also work in conjunction with other faith-based and secular groups.LOPPW recognizes the diversity of personal opinions held by Lutherans in Wisconsin. Sound research, a sound Lutheran theological foundation, and careful study are essential in the development of advocacy positions so they may be accurately and sensitively interpreted to the Lutheran constituency and society at large.Current State Priorities include:1. Addressing the problem of Sex Trafficking: One of the bills we support is the Safe Harbor Bill, decriminalizing trfficked minors charged with prostitution and providing funding to help those youth heal in a safe place and move forward with their lives. 2. Engaging the Challenges of Homelessness: We support bills that help youth experiencing housing insecurity. In the case of youth experiencing homelessness with their families we will tie in other issues related to poverty caused by, for example, a low minimum wage and joblessness.3. Calling for Prison Reform for Youth Offenders: We support efforts to help youth who are 17 years old and charged with a crime to be tried as juveniles rather than as adults.4. Confronting the Reality of Children in Poverty: We support efforts to diminish poverty as they arise. Federally we will actively advocate for the Child Nutrition and WIC Reauthorization Act in 2015.
