Mark F. Hutchins is a Radiofrequency ("RF") Engineer and a former broadcast station owner and communications site landlord. He obtained his first Federal Communications Commission ("FCC") license in 1965, and currently holds lifetime FCC General Radiotele-phone Certificate PG0111356. Mark is a Society of Broadcast Engineers ("SBE") Senior Member, Certified (#1098) as a Senior Broadcast Engineer by the SBE since 1977, and he has served as Boston Chapter Vice-Chair and Secretary-Treasurer. Mark is also a Member of the Institute of Electrical and Electronics Engineers ("IEEE"), the IEEE Microwave Theory & Techniques Society, and he worked on Standard 356 for the Wave Propagation Standards Committee of the IEEE Antennas and Propagation Society.Dozens of local, regional and state entities have employed Mark for reviews and training. He has submitted evidence and testified before municipalities, environmental commissions, the Vermont Environmental Court, and state and federal courts. In the 2006 Vermont Environmental Court Shaw Appeal, Judge Thomas S. Durkin referenced Mark's analysis, writing that "[t]he Town of Hardwick and its citizens had the foresight to not only commission the Hutchins Study, but also to adopt specific Bylaws provisions that govern telecommuni-cations facilities and reference concerns about telecommunications facilities in their Town Plan."
