The Maryland Student Legislature was founded in 1989 to educate students at Maryland's diverse institutions of higher education about the political process, foster debate on complex issues facing our state, and encourage political action by Maryland's young people. These goals are achieved through a simulation of the Maryland General Assembly and other programming.At the state level, the student branch of the organization is managed by a group of six students, elected annually and referred to as the Council of State. This body consists of a Governor, Lieutenant Governor, Attorney General, Secretary of State, Speaker of the Assembly, and Comptroller.At the institutional level, MSL is organized into delegations. A delegation is an organized club at a member institution. Delegations are granted charters by the state organization and are responsible for formally organizing under the applicable rules for student groups at their respective member institutions. Each delegation is responsible for electing a Delegation Chairperson and a Treasurer, though they are encouraged to elect a four-member board consisting of a Chairperson, Vice Chair, Treasurer, and Secretary. Delegations meet regularly at their schools, write legislation, and actively participate in their institutions' student activities programs.
