The National Council on Measurement in Education (NCME) is a professional organization for individuals involved in assessment, evaluation, testing, and other aspects of educational measurement. Its mission is to advance the science and practice of measurement in education. The Council was originally established in 1938 as the National Association of Teachers of Educational Measurements. In 1942, the name of the Association was changed to National Council on Measurements Used in Education, and its name was changed again in 1961 to National Council on Measurement in Education. The name changes reflect the shifting purpose and emphasis of the association and the needs of the educational community.NCME is the publisher of the "Journal of Educational Measurement" (JEM), "Educational Measurement: Issues and Practice" (EM:IP). NCME is also the publisher of the "Standards for Educational and Psychological Testing" (Standards) in collaboration with the American Educational Research Association (AERA) and the American Psychological Association (APA). The Standards represents the gold standard in guidance on testing in the United States and in many other countries.
