The Nicolaas Witsen Foundation (NWF) is a Dutch independent, not-for-profit organisation set up in 1990 that seeks to promote public administration reform through research and publications, policy and legal advice, training and institutional development, the organisation of study visits and conferences, and the management of strategic projects in countries of IPA, ENP East, Central Asia, and ENP South. It has built up an extensive track record in implementing reform projects and advising governments, including Russia, Ukraine, Kazakhstan, Kyrgyzstan, Croatia, Macedonia, Turkey and Bulgaria. Our clients include the European Commission, World Bank, UNDP, Dutch and UK donors. These projects seek to improve the effectiveness, efficiency, accountability and transparency of central and local government by working with public servants on improving strategies and policies, organisational streamlining, performance management and performance budgeting, human resource management, civil service training, customer-oriented service delivery and stakeholder participation.
