The Office of Congressional Workplace Rights (formerly Office of Compliance) is an independent, non-partisan agency established to administer and enforce the Congressional Accountability Act (CAA) of 1995. The OCWR administers and ensures the integrity of the dispute resolution system established to resolve disputes that arise under the CAA; carries out an education and training program for Congressional Members, employing offices, and Congressional employees to assist them in understanding their rights and responsibilities under the CAA; and advises Congress on needed changes and amendments to the CAA. The General Counsel of the OCWR has independent investigatory and enforcement authority for certain violations of the CAA.
