Program: Poor Households Support Coordination Board's Secretariat (PHSCBS), Ministry of Cooperatives and Poverty AlleviationDistrict Coordination Secretariat: Office of District Development Committee (MoFALD)Like other developing countries, Nepal is still struggling with absolute poverty that has adverse impact on its development efforts. Despite adopting poverty alleviation policy from the very beginning of planned development, still no adequate outputs have been achieved due to the lack of uniformity in the definition of poor, broad vision, proper coordination and strong monitoring and evaluation mechanism. After Nepal's political movement of 2006, the Government has adopted the principle of inclusive development as per guided by the interim constitution of Nepal 2007. Without identifying poor in objective and transparent manner, a just and equitable inclusion of poor in development outputs and goal of poverty alleviation is hard to achieve.The traditional practices of poverty measurement of the country gave a head count percentage of people living below a threshold poverty line rather than identifying the poor in the household level. Therefore, with an aim to addressing the poverty reduction in an integrated approach, this Interim Plan called for a strategy to develop a system to identify the poor population. The main objective to establish such a system was to better streamline and coordinate poverty alleviation and targeted programs and to reach the neediest group effectively while delivering state services and incentives. For the fulfillment of this objective "Poor Household Identification and Identity Card Management and Distribution Coordination Board" (PHI2CMDCB) was established in 2012. The secretariat established the web based integrated system (PHI2CMIS) for the management of identity cards.
