Pioneer is a Joint Powers Authority whose members are the cities of Auburn, Colfax, Lincoln, Rocklin, the Town of Loomis, and the County of Placer. Pioneer Governing Board is comprised of representatives from each of its member jurisdictions. Pioneer procures the electric supply and related products, while PG&E transmits and delivers the electric power over PG&E's poles and wires. Pioneer sets the rates for electricity that it procures and provides to its customers. Participating retail generation customers receive one bill from PG&E, which reflects both Pioneer generation and PG&E delivery charges. Pioneer currently provides retail electric generation service to approximately 92,000 accounts within its service footprint with its customers consuming approximately 1,200 gigawatt hours of electric energy annually. Approximately 18% of Pioneer's customers are NEM solar customers.
