I have been instructing property and evidence management courses to designated custodians since 2008. It is what I have learned during those courses from my students that has led me down the path of consulting. Since I instruct interactively, part of process deals with application of the concepts we discuss to the student's particular situation. There lies the problem, the custodians are often working within systems that are antiquated and very often the department's command staff has no idea just how bad the situation is. Most are not compliant with best practices; many do not even follow State direction and State laws. I have heard comments such as, "we've never had an audit" and, "we haven't gotten rid of anything since the 80's (or before)", which on the surface appear amusing, but at its practical heart are foolish and dangerous.Here is the why; the evidence room is not a place we as administrators see very often. It is buried in the bowels of the department behind a closed door. We don't take photos of it and post them on our website. It's not shined up and driven in the town holiday parade. It is out of sight, out of mind. That is until there is a problem, which is usually a huge one and results in consequences such as lost cases, outside oversight, lost jobs and headlines.
