ESTABLISHMENT: QADER was founded in July 2008 through a joint and collaborative effort of a group of Palestinian professionals who have remarkable experiences in field related to development, disability, health, and rehabilitation. IDENTITY: QADER is an independent Palestinian non-governmental and not-for-profit organization. As a civil society organization, it is independent of any political belief, economic interest or religion. Thus, QADER does not discriminate against gender, religion, political views, or color. GOVERNANCE: The governance structure of QADER is based on its legal status under Charitable Societies & Non-Profit Organizations Act # 1 – 2000. The governance consists of a General Assembly (GA) and Board of Directors (BD). The two hierarchies represent the legal and moral custodians of QADER, and obviously they play a key role in this area and ensure that the organization they belong to is transparent and demonstrate high standards of performance and effectiveness. APPROACHES & STRATEGIES: Since its founding, QADER has assumed its functional responsibility thereinafter addressing the disability issue from a human rights perspective; utilizing a rights based approach in tacking the different issues of persons with disabilities, and development strategies to reach its goals and mission.
