Rowell Family Empowerment of Northern California is a non-profit, community-based Parent Center that offers support, information and training to families with children with diverse abilities. We are a parent-founded organization which began in 1995 when Debbie Rowell, a dynamic parent, decided there needs to be a resource for families like hers. She and a dedicated group of parents established the agency as Exceptional Family Support, Education and Advocacy Center which was renamed in her honor when she died unexpectantly in March of 2002. We continue to serve families throughout northern California by empowering people with diverse abilities and their families, to successfully navigate the systems that serve them.
