Scott Howell was born in Provo, Utah and raised in Salt Lake City. His father was a school principal and his mother is a kindergarten teacher. He spent his summers in Castle Dale, Utah on his grandpa's farm, where he learned the values of hard work and service. Scott graduated from Skyline High School, attended Dixie State College in St. George on scholarship and graduated from the University of Utah. Hired during his junior year of college, Scott spent 34 years with IBM Corporation managing worldwide teams of employees. Scott was first elected to the Utah State Senate in 1990 receiving over 60% of the vote. He served the people of Senate District 8 for three terms, with eight of his ten years as the Senate minority leader. Scott is a former Intermountain Health Care Board Member and trustee to the Board for Sutter Health. Scott was also a member of the Salt Lake City Olympic Organizing Committee. Internationally, Scott is a Smart Communities advocate, working to shape the future of the world's community governments in today's global technology revolution. Scott has worked with the governments of Australia, Japan, Italy, Latvia and China. Scott and his wife Linda are the parents of four sons and have four daughters-in-law and three grandchildren. He and his family are active members of the Church of Jesus Christ of Latter-day Saints.
