The Skagit Environmental Endowment Commission (SEEC) was established by a 1984 Treaty between Canada and the U.S. It is based on an Agreement between the City of Seattle and the Province of British Columbia to settle the controversy over the High Ross Dam proposal.SEEC fulfills its mandate in the Upper Skagit Watershed through collaborations with partner organizations. Current partner organizations include: - North Cascades National Park - Student Conservation Association - North Cascades Institute - BC Parks - Hope Mountain Centre for Outdoor LearningThe Upper Skagit watershed, located in both Canada and the United States is recognized as a unique, ecologically significant North American treasure, protected forever and managed as a single ecosystem.
