Southeast Texas Housing Finance Corporation (SETH) was established in October 1981 under the authorization of the State of Texas Housing Finance Corporation Act of 1979. This Act empowered the Corporation to issue Revenue Bonds for single family and multifamily housing programs. SETH is a public non-profit housing finance corporation presently sponsored by the following jurisdictions in the Houston-Galveston Regional Planning Area: the counties of Austin, Brazoria, Chambers, Galveston, Liberty, Matagorda, Walker, and Wharton and the cities of Baytown, Deer Park, Dickinson, La Marque, La Porte, League City, Pasadena, Santa Fe, Shoreacres, Texas City and Tomball. As a leader in the housing finance industry, SETH manages many of the available programs in the Houston-Galveston and surrounding markets. The Corporation administers First Time Homebuyer Programs, many local (MCC) Mortgage Credit Certificate Programs and Bond Programs. SETH has offered Homebuyer Education and Pre-purchase Counseling since May 1997 when it became the first Housing Finance Agency in the country to require counseling when utilizing tax-exempt mortgage revenue bond programs. Since then, over four thousand area families have received individualized homeownership counseling. The Corporation will continue to serve first time homebuyers with Predatory Lending Education and Outreach in an effort to combat increasingly aggressive mortgage lending behaviors. Currently, Southeast Texas Housing Finance Corporation serves over 500 households annually with homebuyer education, down payment and closing cost assistance from local and state HOME programs, low interest mortgage rates from our Mortgage Revenue Bond Program and tax credits from SETH's Mortgage Credit Certificate Program. The Corporation will continue to seek new opportunities to improve access to affordable housing.
