The story starts when President Charles Anderson finds himself in an unwinnable, unpopular war. At the urging of his Secretary of Defense he authorizes the use of germ warfare. Two of the anthrax bombs - made in America - are stolen off a base in Turkey and smuggled back into the United States. One of them is opened for the explosions the terrorists think it contains. The tin foil and the germs that accompany it that the find in the bomb are dumped on the sidewalk near Times Square. In the next few days an outbreak of rare pulmonary anthrax takes place in New York. Cassandra Williams, anthrax expert from the CDC is sent to discover its origin. She learns from Senator Richland Powell that there is a second bomb and that the terrorists plan to drop it from a landmark sky scraper. The rest of the story is their attempt to stop the terrorists.
