Many civil servants, gazetted officers, corporations, professionals and ordinary CIVILIANS work tirelessly to bring about a change in the world order. It'd be a travesty of justice if the right programs and policies don't reach the intended beneficiaries because of lack of civic participation.A civilian will be in a better place to form an unbiased judgement about the government once he/she understands what the government is doing/trying to do.
