TPM Labor Compliance Services, LLC ("TPM") is a third-party Labor Compliance Consulting Service that enforces prevailing wage requirements on public works construction projects on behalf of the Awarding Body/Owner/Developer & Prime Contractor. TPM ensures compliance by educating the project's subcontractors, reviews all of the project's Labor Compliance documentation prior to submittal, monitors day-to-day labor code compliance on Davis-Bacon Act & State Funded projects & works closely with the Public Works' Awarding Body to assist with the enforcement of prevailing wage Federal statutes/State labor codes. TPM monitors workforce eligibility, California DAS apprenticeship requirements, prevailing wages and documentation, labor code compliance, HUD Section 3 Compliance, local hire monitoring of area resident worker placements on the project, and performs onsite labor compliance interviews. TPM maintains a Section 3/Local Hire Program with a goal or requirement to hire Low or Very-Low income earning Area Resident Workers (ARW) within the zip code region of the Public Works Project.
