It was created in 1978 as Vicente Emilio Sojo Latin American Institute of Research and Music Studies (Ilves), to honor the memory of the illustrious founder, in the first decades of the twentieth century, of the Nationalistic School of Composition, also known as Escuela de Santa Capilla. It is financed by the Venezuelan government, through the Popular Power Ministry for the Culture. The present name is adopted in 1986.
