The West Coast Infrastructure Exchange (WCX) is a partnership of the three West Coast states that serves as a trusted advisor and provides impartial early stage analysis for public agencies considering public-private partnership infrastructure procurements. WCX ensures public agencies understand the potential benefits and disadvantages of alternative delivery methods that factor in lifecycle costs and long-term performance.WCX is a 501(c)(3) non-profit organization created by the Governors and Treasurers of Washington, Oregon, and California. Since its incorporation in 2014, WCX has provided public agencies in the three West Coast states with a variety of services including extensive training and education as well as project development assistance.Public-private partnerships (P3s) have emerged as an additional tool for governments to utilize when delivering infrastructure. There is a lack of consensus, however, as to what the method entails. As an independent non-profit organization, WCX operates with the goal of establishing a common understanding among the West Coast states of what P3s are and when public agencies might consider using them.Unlike more traditional infrastructure delivery methods such as design-bid-build and design-build, P3s incorporate considerations of lifecycle management–i.e. operations and maintenance–from the beginning. Because many P3s will also include contractual guarantees related to the asset's performance, the delivery method is also often referred to as performance-based infrastructure, or PBI.In addition to incorporating lifecycle components, public-private partnerships may also include project financing sources other than public debt. These concepts can be unfamiliar to many public agencies, and P3s are not a one-size-fits-all solution for delivering infrastructure.For these reasons, WCX was created to assist public agencies in exploring, examining, and analyzing their infrastructure procurement options.
