Rover Cruises began operating from the Norfolk waterfront with the American Rover Sailing Ship in 1986. In 2001, the Victory Rover was added to the fleet and began operating Naval Base Cruises from Nauticus, home of the Battleship Wisconsin. Our latest addition is Atlantic Explorer, based out of the Virginia Aquarium for dolphin and whale watching tours. Rover Cruises is locally owned and operated and we are proud to call Norfolk home.
