The National Criminal Enforcement Association (NCEA) is a non-profit member based organization comprised of federal state and local law enforcement agencies from the United States and Canada. Our members consist of highway and street level criminal interdiction operations and investigators. The NCEA was founded in 1999 as a tribute to slain Villa Rica Georgia Police Captain Robbie Bishop. Captain Bishop was one of the original pioneers of pro-active criminal enforcement and its teachings. On January 20, 1999, Captain Bishop paid the ultimate sacrifice on I-20 in Georgia. The NCEA has dedicated its existence to memorializing this hero and the stance he took against the criminal element. His strong belief in educating law enforcement officers in the tactics of advanced criminal enforcement is continued today by the NCEA.
