Horizon Water and Environment, LLC (Horizon) is a multidisciplinary environmental consulting firm that specializes in environmental planning, management, and compliance for public agencies and water resource projects. We have technical expertise in environmental analysis of hydrology, biological resources, cultural resources, stormwater, wetlands, air quality, and greenhouse gas/climate change evaluations, geomorphology, and water quality, among other topics. We are known for producing clearly written reports and legally defensible environmental documents that help advance our clients' goals. We are also experts in environmental laws and regulatory requirements. We use our technical experience, regulatory expertise, and exceptional communication and project management skills to successfully develop projects and programs, conduct resource assessments, complete CEQA/NEPA documents, and obtain federal, state, and local permits for our clients. We are recognized leaders in environmentally sensitive approaches to policy development and resource management.Our approach to developing environmental solutions is founded on our expertise in understanding the site or project area. This includes integrating biology/habitat, soil, geology, water quality, and climatic considerations to understand site conditions, opportunities, and constraints. Our success is built on our deep understanding of the natural resources involved at an engineered or constructed project site, creek, or watershed.Horizon was formed in 2008 and now includes a staff of 27 consultants. We have offices in Oakland and Sacramento, California. We are large enough to tackle the large and complex resource planning and management projects in which we specialize; but we are small enough to keep overhead, middle-management, and bureaucracy to a minimum.
