We accomplish this by conducting live in-person training(COVID-19 regulations permitting), online recorded classes and live ZOOM courses. A "Qualified Person" is defined by the EPA as a person knowledgeable in the principles and practice of erosion and sediment controls and pollution prevention, who possesses the appropriate skills and training to assess conditions at the construction site that could impact stormwater quality, and the appropriate skills and training to assess the effectiveness of any stormwater controls selected and installed to meet the requirements of this permit.States under their own NPDES program have developed different terminology for this person, including Qualified Stormwater Manager (Colorado), Qualified Stormwater Practitioner (California), or Qualified Stormwater Management Inspector (Florida), to name a few.
