OER Mission: Provides the corporate framework for NIH research administration, ensuring scientific integrity, public accountability, and effective stewardship of the NIH extramural research portfolio. Extramural Research at a Glance Extramural grants account for approximately 83 percent of NIH's $30 billion budget. These are awarded to investigators throughout the U.S. and abroad.
