The Pennsylvania Aggregates and Concrete Association (PACA) is the aggregates and ready mixed concrete industry's unified voice in Harrisburg, representing more than 200 member companies, large and small, across the state. PACA was formed in 1982 by the consolidation of the Pennsylvania Aggregates Association and the Pennsylvania Ready Mixed Concrete/Sand & Gravel Association. A Board of Directors elected by the membership determines the Association's policies and elects officers. PACA is a member-driven trade association which deals with those issues and problems that can best be solved through collective rather than individual efforts. Toward that end, PACA works closely with the Pennsylvania Departments of Transportation, Environmental Protection, and Conservation and Natural Resources and Agriculture. At the same time, PACA represents the aggregates and ready mixed concrete industries on issues of mining, taxation, transportation, air, water and other critical regulatory matters before the Pennsylvania General Assembly. PACA monitors legislative issues, informs and alerts its members about current developments, and communicates the industry's point of view to state policy makers.
