He believed the potential of the state survey process would only be realized if providers were empowered with the same quality metrics and tools as the Centers for Medicare & Medicaid Services (CMS) surveyors. In 2006, Andrew and his brother, Peter, created Providigm to provide a way for nursing homes and centers to understand and achieve success under CMS guidelines and identify areas to improve quality.
