The 5th Ward, one of Houston's most historic neighborhoods, is revitalizing with new developments and amenities. It is important to improve the well-being of all residents if the neighborhood is to keep up the momentum of inclusive community development that doesn't displace the most vulnerable community members. The 5th Ward, while it has many assets, also has systemic problems that are rooted in inequitable access to resources, generational poverty, and environmental blight – all of which are impediments to creating a community of choice where people enjoy living, working, and playing.
