Its intention is to assist stakeholders develop insights into the actual delivery of the strategy, thereby helping stakeholders identify opportunities for improvement and standardisation. Where possible, the report makes recommendations for such improvements. The evaluation processes undertaken for the report included comprehensive data sets received from each of the 21 Sector Education and Training Authority (SETA) and the various Provincial Skills Development Forums (PSDFs) by the National Skills Authority (NSA) on a quarterly basis. These were collated and evaluated against Seven Pillars of the NSDS III. Initiatives from the Human Sciences Research Council (HSRC), NSA and Labour Market Intelligence Partnership (LMIP) were also included. Since skills development is also pivotal in advancing the transformation agenda in South Africa, the data sets were interrogated to identify the extent to which skills provisioning initiatives targeted priority groups.
