The International Monitoring, Control, and Surveillance (MCS) Network was established in 2001 to provide a mechanism for fisheries law enforcement professionals to share information and experiences as they monitor the increasingly complex harvesting and marketing of fish around the world. The rise in illegal activities that has accompanied globalization underscores the need for cooperative law enforcement across national borders.Efforts to sustainably manage existing fish stocks are continuously undermined by enterprises engaged in Illegal, Unreported, and Unregulated fishing fishing (IUU). The pervasive trend of IUU fishing carries negative consequences not only for legal operators but also for the livelihoods and cultures of coastal communities dependent on fisheries and for food security. Furthermore, IUU fishing may be associated with other crimes undermining for example international labor standards.IMCS Network is the only international group to limit membership to state fisheries law enforcement administrators. We coordinate international equipment exchanges, provide software training and solutions, vet experts, develop policy toolkits, and provide confidential forums for capacity building to minimize the potential security risks that might arise from the presence of industry or interventionist groups.
